Illinois State University is continuing the implementation of dismount zones for bicycles, skateboards, scooters, and other recreation and transportation devices. Dismount zones are reserved for pedestrian use, and riders are required to dismount and walk their devices through these areas. This applies to electric, motorized, and manual devices. Dismount zones were enacted as a campus safety measure.
Designated dismount zones include the Quad, Milner Plaza, College Avenue Bridge, Schroeder Plaza, Redbird Plaza, Watterson Towers Plaza, and In Exchange. A map of dismount zones can be accessed on the Office of Parking and Transportation’s website under Maps.
Dismount zones are clearly marked at entrances with signage indicating that recreation and transportation devices must be walked through these areas. Signs are located at entrances to dismount zones and include metal signs on posts or light poles displaying Reggie Redbird walking a bike, along with updated ground decals featuring the Walk Your Wheels logo. Recently, ground markings have been added within dismount zones as a reminder to riders.
“Dismount zones, now in their second year, will continue to focus on awareness. The aim remains to have campus community members hold themselves and others accountable and address noncompliance. We hope that our campus community will see the value in complying with the policy and keeping everyone safe,” said Adam McCrary, director of Illinois State’s Environmental Health and Safety (EHS). “We hope to see a culture shift where a majority of the community recognizes this as a display of mutual respect with a positive impact on public safety.”
EHS is working with Emergency Management to monitor activity within dismount zones. Safe Redbirds Ambassadors will be conducting observations throughout the academic year to assist with data collection and promote compliance.
Be aware that in outdoor areas on campus not marked as designated dismount zones, riders may use recreation and transportation devices but are responsible for doing so in a controlled manner, at a safe speed, and must dismount when and where necessary for safety given the circumstances such as density of pedestrians, terrain, and conditions (e.g., weather, construction, events, etc.). Performing tricks and stunts on recreation and transportation devices is not permitted on campus. Also, riding recreation and transportation devices inside university buildings is not permitted.
Incidents involving serious noncompliance can result in violations and enforcement through appropriate channels, including Student Conduct and Community Responsibilities, Human Resources, and University Police.
There are exceptions to the policy, including devices for ADA mobility assistance, police bicycle patrol, emergency first responders, university vehicles, and special events that require pre-approval.
Observations of noncompliance, incidents, near misses, and concerns related to dismount zones should be reported to Environmental Health and Safety.
